The people at the local airport may only think in terms of a flying school, but there are many individual CFI's who teach independently of private jet schools. These are usually people who instruct because they genuinely enjoy teaching, not because it's their job.
Often an individual is the best choice for a student pilot, but that person may be hard to find. A CFI who instructs as a sideline often doesn't have a big budget for advertising, so students never air charter service hear about him.
